On journals with a very large number of editors or journals where AEs are making the final decision, it can be difficult for the EiC to manage the problem of editors making decisions without the minimum number of required reviews (IEEE policy requires two reviews for at least the initial version). We would like to be able to lock this number so that the AE would have to submit a request to the EiC or Admin in order to make this change. Subsequent versions may not require the same number of reviews, so we would want this to be configurable by original, resubmitted, revised, etc.
