Add Automatic Transfer Reminder for an Author to Complete Transfer Submission Once They Have agreed

We now have an automatic email to remind authors to agree or decline a transfer offer, but we would like also to send reminders for them to complete the transfer.  This would match the reviewer functionality where you remind them to make a choice, then remind them to follow through.
