Enhancement for Reviewer Locator

Please consider adding H-index/impact factor as metrics when Reviewer Locator suggests Reviewers. As currently, some potential reviewers are listed very top of the list. However, their papers are not truelly valuely enough. So, we need Reviewer Locator use more metrics to ensure potentail reviewers who do have Good quality papers.
